Some Proposed San Miguel County (Statewide) Projects (SB280)
Dear Residents of San Miguel County:
I respectfully submit the following as part of the work I have done on your behalf to ensure San Miguel County continues to prosper. As the 5th most senior state senator, I am very much involved in leadership (currently serving as Majority Party Caucus Chair), member of the NM State Senate Committees Committee (which oversees committee assignments, germaneness of bills during 30-day sessions, and other related governance issues), and a long-time member of the Legislative Finance Committee, and the Senate Finance Committee. These roles have provided Senate District 8 and San Miguel County with a significant voice to provide our public agencies with operational capital (especially during periods of recession); revenues to maintain government jobs, health care benefits, and pensions; and, needed capital outlay to design, construct, operate, and maintain public buildings and infrastructure.
Also, from 2011-2018, with the support of my colleagues, I have been able to appropriate at least $85 million of capital outlay for projects in San Miguel County, with additional (other) funds from statewide projects for DOH facilities and road improvements. This $85 million represents 5.3% of single-county appropriations from 2011-2018 (San Miguel County accounted for 1.3% of New Mexico’s total population in 2017, according to the U.S. Census Bureau; San Miguel County’s population proportion of single-county capital outlay funding from 2011-2018 was 4 times the county’s proportion of the state’s population).
For the 2019 60-day legislative session some of the projects I am sponsoring includes (introduced as SB280) $3.625 million for statewide projects in San Miguel County: $1.5 million to fully fund phase 3 at BHI Meadows, $650,000 for Luna Community College, $1 million to fully fund the renovation of New Mexico Highlands University’s Rodgers Hall, and $460,000 for NMHU facilities improvements.
The Legislative Finance Committee (of which I am a member) recommended for the General Appropriations Act of 2019 (introduced as HB333/SB254) a $15 million transfer from the general fund to the water project fund with $7.5 million earmarked for Mutual Domestic Water Consumers Association which would be available for the high number of MDWCA’s serving San Miguel County.
I will continue to do all that is possible to represent San Miguel County and the 7 counties, 14,500 square miles, 19 school districts, and dozens of incorporated and unincorporated communities that make-up Senate District 8.
