A sharp exchange Tuesday between the controversial head of New Mexico’s Public Education Department and a Democratic lawmaker provided a prelude to a looming fight over the state budget.

The brusque discourse between Gov. Susana Martinez’s Public Education Secretary-designate Hanna Skandera and Sen. Howie Morales, D-Silver City, spotlighted a philosophical wedge between Republicans and Democrats over whether the state or local school districts are better suited to decide how education money is spent.
